OCSEA Meeting Notes

March 4, 2013

The meeting was called to order at 3:40 p.m. by President John Wells.

1.Secretary Chris Off called the roll and a quorum was established. 21 total attendees

2.Copies of the minutes of the February 4, 2013 meeting were available with corrections made to the Treasurers report to include a clarification of a CTA Issues Conference reimbursement for first night stay, not conference itself. See 2/4/13 meeting notes for further detail. No further discussion and the minutes were approved.

3.Treasurer's Report: Treasurer Marcia Garten made available the monthly treasurer's report. No discussion and the report was approved.

4.Vice President Report: Vice President Loren Myhill reported there are a total of 381 bargaining unit members.

5. President's Report:

a) President John Wells provided the monthly up-to-date handout detailing Association Business Time Out of Class 2012-2013.

b) RIF update: There will be no March 15th RIF notices.

c) Bargaining Update -- Interest Based training has begun. At the next meeting ground rules will be discussed.

d) Rep Council/Site Rep training fliers passed out. (Thurs) March 21, 2013 from 4-6 p.m. at Saddleback Valley Educators Association Office (Laguna Hills); (Wed) April 10, 2013 from 4-6 p.m. at Orange Region Center (Rampart office). Please let John Wells know so he can RSVP. All are encouraged to attend.

e) Good Teaching Conference to be held on (Fri-Sun) March 22-24, 2013 in Los Angeles. Please talk to John Wells if you wish to attend.

f) CTA Survey -- Please fill out online at the CTA website to provide a voice to our future union with any feedback, positive or constructive. www.cta.org/ourfuture

g) Sea World gives annual free passes to teachers. Go to website and provide your credential ID # to fill out for a free pass. There are only a few blackout days.

h) Local Control Funding Formula Update -- The state finance department has released funding for ADA in each district, charter school, however they did not list county schools. John Wells is looking into it.

6. NCLB Highly Qualified Update -- teachers must be highly qualified in every subject they teach. These include the core subjects Math, English, Science and Social Studies. Art is a fifth subject. Letters have been sent out to teachers strongly encouraging them to become highly qualified in all 5 areas. ACCESS has a VPSS offered for Math, English and Science. Contact Barbara Woo Sam if unclear of status of being highly qualified. Special Education teachers are encouraged to contact Barbara to inquire if this need applies to them-they have not received letters.

7. Election Committee Update -- Training took place on Wed. Feb. 27th, 2013 from 4-6 p.m. at CTA office in Orange. Allison Carey has agreed to continue to chair this committee. New committee members: Gabriella Jones, Ruth Ramirez, Carolyn Johnson, Paul Pabian, and Maria Martinez. John Wells nominated Lonnie Howerton, Kathy Mastin and Patti Allen to be on the Elections committee and Mike Kashdan seconded. No discussion and members approved. Anyone who is a member, not a fee payor, not running for rep council and not an executive board member can be on this committee. The executive board can assist but cannot be a member of this committee. Volunteers to this committee can get release time as needed. Contact John Wells if you have an interest in joining this committee. Per CTA rules, we need to have 5 elections this year:

NEA-RA Election-Lewis Lester is running for our representative against Orange, Saddleback, etc. Please vote. The election will be held at the Rampart office on three consecutive days (Tues-Thurs) March, 19th, 20th, and 21st from 2:30 p.m -4:30 p.m.

State Council Election -- Despite being voted in for three years, Loren Myhill has to run again. Date TBD

Rep Council Election -- Hopefully, this election can be combined with the upcoming State Council election. Date TBD

Contract Ratification -- upcoming

Bylaws Ratification -- CTA has approved a template OCSEA Bylaws and it was suggested by Lewis Lester that it be amended, sent to the membership for vote in April, then sent to CTA for reapproval to clear up term limits for officers. Loren Myhill mentioned we can handle it through the standing rules. The amended section in question proposed by Lewis Lester is to include the following:

Lewis proposes that the OCSEA Bylaws approved by the CTA Governance Documents Review Committee and recommended by the OCSEA Rep Council on March 4, 2013,be amended as follows: subsection D. of Article VIII. OFFICERS

D. Officers shall be elected for a term of two (2) year(s)-remove parenthesis], commencing on July 1 of any calendar year.--strike the period][insert:,and serve no more than two (2) consecutive two year terms.

8) YLA Open House -- Loren Myhill made a motion to commend Mike Anderson, Erin Spruston, Ruth Ramirez, Ted Verville (the four teachers at YLA) for their outstanding efforts in going over and above to promote the YLA program with an Open House on Saturday. All four teachers an administrator came to the standing room only event. Julie Ames seconded the motion. It carried with unanimous support. Great job Ted, Ruth, Erin and Mike!

Loren Myhill moved to adjourn the meeting. Tom Rotunno seconded and the meeting was adjourned at 4:40 p.m.
