OCSEA Meeting Notes

May 6, 2013

The meeting was called to order at 3:40 p.m. by President John Wells.

1. Secretary Chris Off called the roll and a voting quorum was established. Eleven of the sixteen rep.council members were in attendance when the meeting was called to order. Three rep. council members were excused.

2. Copies of the minutes of the April 1, 2013 meeting were available for review with no corrections made. No further discussion and the minutes were approved.

3. Treasurer's Report: Treasurer Marcia Garten made available the monthly treasurer's report. No discussion and the report was approved.

4. Vice President Report: Vice President Loren Myhill reported there are a total of 380 bargaining unit members.

5. President's Report:

a) President John Wells provided the monthly up-to-date handout detailing Association Business Time out of Class 2012-2013.

b) Itinerant Teachers Used as Floaters--Itinerant teachers (18 in ACCESS) have full contracts, full pay, benefits-they do not have transfer rights.

c) FIRE issues- Students not being enrolled at this time. In 30-45 days, this will be revisited by admin.

d) PCHS Summer Sign Ups- Should be coming out in near future.

e) HBRC (Health Benefits Review Committee) since co-pay was added for emergency room visits, our costs have gone down. There may be minor tweaks to plan this year. Also discussed how some of our members would like to have Kaiser as an option.

Bargaining Update: Next two meetings in May have been cancelled by Admin. Discussion ensued re: raising class size in the community day schools.

Election Committee Update: Thanks to Alison Carey as Election chair to organize our next elections to be held May 21, 22, 23 at the Wilshire classrooms site. Please come out and vote for the next representative council members for the next two year term 2013-2015. Times to vote in person are 2:45 p.m. -- 4:00PM. If you would like to vote and cannot be there at the times when the polls are open, please send Alison Carey an email immediately to receive a ballot at home. Please include your address where to mail the ballot. There are 12 seats open for ACCESS teachers, 5 seats open for OCCS (CHEP and PCHS), and 2 seats open for Special Schools. We will also be voting to ratify our CTA approved bylaws.

CTA COE Caucus: John Wells stated that Dean Vogel the president of CTA has promised County Office Training in 2014. There is currently a County Office Education Caucus which our chapter belongs to. In order to make our voices heard by CTA, individual members have the opportunity to sign an application form $10 per individual member. Members who would like to join the CTA County Office Caucus should see John Wells for an application and return the completed application to John Wells.

Julie Ames made a motion for up to 20 members to sign an application form for the COE Caucus to be paid for by OCSEA. The motion was seconded by Barbara Haddad. Motion passed.

CALSTRS Retirement Workshop offered to OCSEA members discussed as being informative. Thank you to Marcia Garten for setting it up.

Meeting was adjourned at 4:50 p.m.
